Click on the glasses icon on the Background Layer on your Layer Palette.
(This hides hides the Layer).

Go to the Layer tab and select 'merge visible'. (NOT 'merge all').
You should only have two Layers now. Merged and Background.
Click on the glasses again to bring the background back.

Make sure the Merged Layer is highlighted on your Layer Palette.
Effects > 3D Effects > Drop shadow.
Vertical: -8
Horizontal: 1
Opacity: 50ish
Blur: 12ish

Highlight the Background Layer in your Layer Palette.
Flood Fill with whatever pattern or colour you like.
I chose a wood pattern.

Borders are pretty easy too.
Set both your Styles on the right, to a colour that matches your background.
I picked red.
Go to the Image tab at the top, then 'add borders'. You'll get a popup warning, click 'yes'. Set the numbers as 5.
Choose the Magic Wand tool and click in the border area. You'll get marching ants dots round your border.
Effects > 3D Effects > Inner bevel.
I used the 'round' preset from the pulldown menu.
OK.
Effects > 3D Effects > Drop shadow.
Vertcal: -4
Horizontal: -4
Opacity: 80ish
Blur: 8ish
OK.
Repeat the Drop shadow but make the Vertcal and Horizontal 4, instead of -4.
Selections tab and click 'select none' to remove the marching ants.
FINISHED!!
File > Save as.... > save as a jpg for a regular picture.
It will tell you it'll have to merge it to a single layer. Click yes.
